My 1st GOARN output: The Practical Handbook for Outbreak Investigation

As part of my GOARN Fellowship and the development of EpiQ+, I have completed the first major project output: a practical guideline for epidemiological outbreak investigation, designed to provide epidemiologists with a clear, structured and field-oriented approach from the first alert to the implementation and evaluation of control measures.

The guideline was developed with one central objective: to make outbreak investigation more systematic, more consistent and easier to apply in real-world settings. Rather than treating outbreak investigation as a series of isolated activities, the document organizes the process into a compact framework covering verification of the outbreak, case definition and case finding, descriptive epidemiology, hypothesis generation and testing, field investigation, sampling, implementation of control measures, communication, documentation and follow-up.

An important feature of the guideline is its focus on the practical decisions an epidemiologist needs to make at each stage of an outbreak. It combines detailed technical guidance with a simplified workflow that can be used both as a reference document and as a rapid field tool. Particular attention was given to clearly defining responsibilities, strengthening coordination between relevant institutions, improving documentation, and supporting timely evidence-based decisions.

This guideline also provided the technical foundation for the development of a more formal Standard Operating Procedure (SOP) for outbreak investigation. In this way, the first EpiQ+ output moves from guidance toward standardization: translating epidemiological principles into a practical, reproducible framework that can support faster, higher-quality and more coordinated outbreak response.

For me, this represents an important first step in the EpiQ+ project: building tools that are not intended to replace existing surveillance structures, but to strengthen how epidemiologists investigate, organize and respond to outbreaks in the field.
